Checking debts to a ЧСИ in Bulgaria: 3 ways (2026)

Checking debts to a ЧСИ in Bulgaria: 3 ways (2026)

Pravko11 September 20269 min

Checking debts to a Bulgarian private enforcement agent (ЧСИ): the debtors' register for €12.27, free ИССИ look-ups with a КЕП, reading the case number.

Your bank blocks your account. All they tell you at the counter is two words: “ЧСИ attachment”. Which ЧСИ, for what debt, since when, nobody knows. The first thing you do is search for a “check on debts to a ЧСИ by personal number (ЕГН)”. A ЧСИ (частен съдебен изпълнител) is a private enforcement agent, who enforces court orders and collects debts.

Here is the honest answer before anything else: there is no such free online look-up by ЕГН. There are three different places that answer three different questions. If you mix them up, you will pay for the wrong look-up or wait a month for something you needed today.

❓How do I check whether I have debts to a ЧСИ?

✅Whether an enforcement case against you is open with a private enforcement agent is checked through a look-up in the Central Register of Debtors of the Chamber of ЧСИ. The request is submitted online at newregistry.bcpea.org, the fee is €12.27 including VAT, and the look-up itself is collected in person on paper at the office of any ЧСИ in the country, within one month of payment. It is not issued online, by email or through an app. If you already know the case number, its progress can be checked free of charge with a КЕП (qualified electronic signature) in the Judicial Enforcement Information System (ИССИ) of the Ministry of Justice.

Why there is no free online look-up by ЕГН

It is tempting to expect a portal like the one run by the National Revenue Agency (НАП), where you enter your ЕГН and see your debts. For private enforcement agents no such portal exists, and the reason lies in the law, not in laziness.

Every enforcement case lives in the official archive of the particular ЧСИ. That archive is expressly protected.

Private Enforcement Agents Act (ЗЧСИ)

Art. 17(1)

Official Bulgarian text

„Служебният архив на частния съдебен изпълнител е неприкосновен и никой няма право на достъп до него без съгласие на частния съдебен изпълнител, освен в случаите, предвидени със закон.“

Only the register of the enforcement agents themselves is public by law, that is, who is a ЧСИ, with what number and in which district. Not their cases.

Private Enforcement Agents Act (ЗЧСИ)

Art. 4(5)

Official Bulgarian text

„Регистърът на частните съдебни изпълнители е публичен и всеки има право да го преглежда и да получава извлечения от него.“

The look-up from the Register of Debtors is not online

The Chamber of ЧСИ states it in capital letters on its own website: the look-up for pending enforcement cases is collected in person at an office and cannot be obtained by email or through any platform. Any website that promises you an “online look-up by ЕГН” for a fee can at most submit the same request on your behalf. Then someone still has to go to an office in person.

Three places, three different questions

The word “look-up” hides three separate things. Before you pay or buy an electronic signature, decide which of the three questions you are asking.

Register of Debtors (ЦРД)ИССИ of the Ministry of JusticeCourt or НАП
Which question it answersIs there any case against me with any ЧСИ in the countryWhat has happened in a case whose number I knowCases with a state enforcement agent; public debts to НАП

What you getWhich ЧСИ run cases against you, the numbers and the subject of the casesDocuments served, charges on property, fees, sums received and transferredData on the specific case

The three places do not replace one another. The ЦРД does not show the progress of the case, and the ИССИ does not search by ЕГН across the whole country.

Way 1: a look-up from the Central Register of Debtors

The Central Register of Debtors (ЦРД) is a database of the Chamber of Private Enforcement Agents. It holds the cases with all ЧСИ in the country. It is not regulated in the Private Enforcement Agents Act itself, so the price and procedure come from the Chamber’s rules, not from the law.

This is the only place that answers the question “is there a case against me when I do not know the number or the ЧСИ”. The procedure has five steps and one catch at the end.

The steps for a look-up from the ЦРД

1

A username and password, using only lower-case letters and digits. Registration is one-off.

2

Fill in a request

You state who requests and pays for the look-up and who it is for. All names are entered in Cyrillic. For yourself you need nothing else besides your ЕГН.

3

Write down the request number

The system generates a number of the form РД......И. It is the basis for payment. Without it the ЧСИ will not issue you the look-up.

4

Pay €12.27 to the Chamber's account

By bank transfer, with the request number as the reason for payment. One payment for one request: two requests paid with a single payment order are not accepted.

5

Collect the look-up in person at a ЧСИ office

up to 1 month

Any office in the country, or the Chamber's seat in Sofia. You bring the request number and the payment order. The deadline is up to one month from payment.

What it costs to find out whether you have a case

ЦРД look-up for one person

including VAT, to the Chamber of ЧСИ's account, since 1 May 2023

€12.27

Notarised power of attorney, if you ask about another person

only when the look-up is for another natural person

depends on the notary

Total

€12.27 for a look-up about yourself

The price is set by the Chamber of ЧСИ; it is not a state fee. One look-up is valid for one person and for the whole country.

What the look-up says: with which ЧСИ pending cases have been opened against you, their registration numbers, the case numbers and their subject. It does not say how much you owe. For the amount, you go to the particular ЧСИ.

If you ask about another person

A look-up about another natural person is issued only with a notarised power of attorney that expressly states that the attorney may obtain look-ups from the Register of Debtors. Anyone can ask about a company. For a sole trader, if you are not asking about yourself, the look-up is only by company ID number (ЕИК), not by ЕГН.

Way 2: the ИССИ, when you already know the case number

Since 1 November 2022 the Ministry of Justice has maintained the Judicial Enforcement Information System (ИССИ). Every enforcement agent, private or state, is required to submit data from their registers to it every day.

Judiciary Act (ЗСВ)

Art. 360у(1)

Official Bulgarian text

„Министерството на правосъдието изгражда и поддържа информационна система на съдебното изпълнение. Правото на достъп до информационната система и данните, които се събират и въвеждат, се определя с наредба, издадена от министъра на правосъдието.“

Private Enforcement Agents Act (ЗЧСИ)

Art. 77а

Official Bulgarian text

„При извършване на дейността си частните съдебни изпълнители са длъжни да подават ежедневно данни в информационната система на съдебното изпълнение по ред и във формат, определени с наредбата по чл. 360у, ал. 1 от Закона за съдебната власт.“

Here is the difference that almost nobody explains. The ИССИ does not search by ЕГН across the whole country. It gives look-ups on a specific case, and only to people who are a party to it.

Ordinance No. Н-1 of 17 January 2022 on the Judicial Enforcement Information System

Art. 7

Official Bulgarian text

And the second difference, which the two law-firm pages on the first page of Google miss: for the debtor, five of the seven look-ups are free.

Ordinance No. Н-1 of 17 January 2022 on the Judicial Enforcement Information System

Art. 8(3)

Official Bulgarian text

„Когато заявителят - участник в изпълнителното производство с правен интерес, прави справките по чл. 7, т. 1 - 5, без да изисква електронен документ, справките са безплатни.“

You pay only for the last two look-ups, the one for fees and expenses charged and the one for sums received and transferred. The fee is under the Tariff to the Private Enforcement Agents Act.

Ordinance No. Н-1 of 17 January 2022 on the Judicial Enforcement Information System

Art. 8(4)

Official Bulgarian text

„Когато заявителят - участник в изпълнителното производство с правен интерес, прави справките по чл. 7, т. 6 и 7, справките се извършват след заплащане на такса съответно по т. 3 и 12 от Тарифата за таксите и разноските към Закона за частните съдебни изпълнители, приета с Постановление № 92 на Министерския съвет от 2006 г. (ДВ, бр. 35 от 2006 г.) ...“

What the ИССИ look-ups cost the debtor

Look-ups under Art. 7, items 1-5 (documents served and received, charges on property, letters)

free if you do not ask for a certified electronic document

€0

Look-up of fees and expenses charged (item 6)

item 3 of the Tariff to the ЗЧСИ: BGN 5, converted at the fixed rate

The debtor sees a document only after it has been served on them

The ordinance gives the debtor access to outgoing documents after they have been served, and to incoming requests for attachment or a charge on property only after the action has already been taken. In other words, the ИССИ is not a way to find out about an attachment before your bank does. It is a way to see exactly what was done and on what date. There is also one exception: in cases opened on an order for securing a claim, the ИССИ gives the debtor and their attorney no access at all (Art. 10(3) of the ordinance).

Ordinance No. Н-1 of 17 January 2022 on the Judicial Enforcement Information System

Art. 10(2)

Official Bulgarian text

„Длъжниците по изпълнителни дела, включително ипотекарните длъжници и техните пълномощници, имат право на достъп до изведени документи след тяхното връчване, а до входящи документи, съдържащи искания за извършване на обезпечителни и изпълнителни действия, след като действието е извършено.“

How to read the enforcement case number

Your bank or employer usually gives you only a case number and the name of a ЧСИ. The number looks like a telephone number, but it is strictly ordered and tells you everything you need to find the office.

14 digits

Year (4) + ЧСИ registration number (3) + code 04 for an enforcement case (2) + case serial number (5)

Source: Ordinance No. 4/2006 on the Official Archive of ЧСИ, Art. 16(3)

Ordinance No. 4 of 6 February 2006 on the Official Archive of Private Enforcement Agents

Art. 16(3)

Official Bulgarian text

„Номерът на делото се състои от последователно обозначени: номер на годината, регистрационния номер на частния съдебен изпълнител, кода 04, идентифициращ, че делото е изпълнително, и петцифрения пореден номер на делото. (Например: 20027010400038, където: 2002 е годината на образуване на делото; 701 - регистрационният номер на частния съдебен изпълнител; 04 - изпълнително дело; 00038 - поредният номер на делото.)“

From the case number to the office

1

Separate digits 5, 6 and 7 of the number

This is the ЧСИ's registration number. In the ordinance's example, 20027010400038, it is 701.

2

The Chamber's public register has a field “Рег. № ЧСИ” (ЧСИ registration number). The name, district and address of the office come up.

3

Call and ask to review the case

Dictate the last five digits and the year. Many offices ask for a written request and invite you in a few days later. Ask straight away for a statement of the amount of the debt.

Way 3: a state enforcement agent and НАП

The Register of Debtors covers only private enforcement agents. If the case is with a state enforcement agent, it is not in the ЦРД and is not searched through the Chamber.

Judiciary Act (ЗСВ)

Art. 264(1)

Official Bulgarian text

„В районните съдилища има държавни съдебни изпълнители.“

State enforcement agents work at the district courts. You get a look-up on their case at the relevant court or through the Unified Portal for Electronic Justice at ecase.justice.bg. The ИССИ also receives their data, because the obligation under Art. 360у(2) ЗСВ to submit data every day applies to all enforcement agents.

Debts to НАП are not “debts to a ЧСИ”

Unpaid taxes, social security contributions and fines are collected by a public enforcement officer of НАП under a completely different law. They do not show up in the Register of Debtors and are not searched for at a ЧСИ. For them you check in the НАП portal, free of charge and by ЕГН, as described in the guide to checking debts at НАП.

Why the bank found out before you did

The most common shock is the order of events: first the account is blocked, only then does the letter arrive. This is not a breach. The law is arranged exactly that way.

Code of Civil Procedure (ГПК)

Art. 428(1), sentence 1

Official Bulgarian text

„Съдебният изпълнител е длъжен да покани длъжника да изпълни доброволно задължението си в двуседмичен срок.“

Code of Civil Procedure (ГПК)

Art. 428(2)

Official Bulgarian text

„Поканата съдържа името и адреса на взискателя и предупреждение към длъжника, че ако в дадения му срок не изпълни задължението си, ще се пристъпи към принудително изпълнение. В поканата се съобщават наложените запори и възбрани. Към поканата за доброволно изпълнение се прилага копие от подлежащия на изпълнение акт.“

“The invitation states the attachments and charges that have been imposed” means that the attachment may have been imposed before you even receive the invitation. And the notice to the bank goes out at the latest at the same time as the invitation.

Code of Civil Procedure (ГПК)

Art. 507(1)

Official Bulgarian text

„Запорното съобщение на третото задължено лице се изпраща едновременно с изпращане на поканата за доброволно изпълнение до длъжника.“

2 weeks

for voluntary performance from receipt of the invitation

After the deadline the ЧСИ proceeds to compulsory enforcement. If the case is based on an order for execution that has already been served on you, no new deadline is given.

What to check once you have found the case

The look-up is the beginning, not the end. Once you know the number and the ЧСИ, there are four things that cost money if you miss them.

The four checks in every enforcement case

0/4

When the creditor last asked for an enforcement action

Two years without a request and the case is liable to be terminated, and the attachments to be lifted

When the judgment or order on which the debt is being collected came into force

The limitation period is five years, and for natural persons there is also an absolute ten-year period

What income the attachment is directed at

There is an unattachable part that the ЧСИ cannot deduct

What fees and expenses have been charged

Expenses can be appealed within a two-week period

The first check is the cheapest and the one most often missed. If the creditor has not asked for an action for two years, the ЧСИ is obliged to terminate the case.

Code of Civil Procedure (ГПК)

Art. 433(1), item 8

Official Bulgarian text

Code of Civil Procedure (ГПК)

Art. 433(3)

Official Bulgarian text

„Във всички случаи по ал. 1 и ал. 2 съдебният изпълнител вдига служебно наложените възбрани и запори незабавно, след като постановлението за прекратяване или разпореждането за приключване влезе в сила.“

2 years

without a request for an enforcement action from the creditor and the case is terminated, and the attachments are lifted of the enforcement agent's own motion

Source: ГПК, Art. 433(1), item 8 and (3)

Termination of the case does not wipe out the debt. The debt disappears through the limitation period, and that is a separate calculation. When the claim has been established by a court judgment, the new limitation period is five years.

Obligations and Contracts Act (ЗЗД)

Art. 117(2)

Official Bulgarian text

„Ако вземането е установено със съдебно решение, срокът на новата давност е всякога пет години.“

Since 2 June 2021, natural persons also have a ceiling that nothing interrupts, unless the debt has been deferred or paid in instalments.

Obligations and Contracts Act (ЗЗД)

Art. 112(1)

Official Bulgarian text

„С изтичането на десетгодишна давност се погасяват парични вземания срещу физически лица, независимо от прекъсването и, освен когато задължението е отсрочено или разсрочено.“

Check the limitation period before you pay

An expired limitation period does not operate by itself. If you pay, the money is not returned, even if you did not know that the period had passed. The exceptions to the absolute limitation period are also several, for example maintenance, wages and claims for damage caused by a wrongful act. Which period applies to your debt is a question for the specific case.

Obligations and Contracts Act (ЗЗД)

Art. 118

Official Bulgarian text

„Ако длъжникът изпълни задължението си след изтичането на давността, той няма право да иска обратно платеното, макар и в момента на плащането да не е знаел, че давността е изтекла.“

The third and fourth checks have a deadline. The debtor can appeal precisely listed actions of the ЧСИ, among them an attachment on unattachable income and the expenses of the enforcement.

Code of Civil Procedure (ГПК)

Art. 435(2)

Official Bulgarian text

Code of Civil Procedure (ГПК)

Art. 436(1), sentence 1

Official Bulgarian text

„Жалбата се подава чрез съдебния изпълнител до окръжния съд по мястото на изпълнението в двуседмичен срок от извършване на действието, ако страната е присъствала при извършването му или ако е била призована, а в останалите случаи - от деня на съобщението.“

2 weeks

for an appeal against an action of the ЧСИ, filed through the ЧСИ themselves to the regional court

The period runs from the day of the notice, or, if you were present or were summoned, from the action itself.

How much of your salary or pension can be deducted is a separate topic with a table by income. See deductions under an attachment by a ЧСИ and the analysis of unattachable income under Art. 446 ГПК.

Frequently asked questions

Can I check for debts to a ЧСИ online by ЕГН?

Not entirely. The request to the Register of Debtors is submitted online, but the look-up itself is collected in person, on paper, at a ЧСИ office. Only the ИССИ works online with a КЕП, and only for a specific case to which you are a party.

How much does a look-up from the Central Register of Debtors cost?

€12.27 including VAT for one person, payable by bank transfer to the Chamber of ЧСИ’s account. The price has applied since 1 May 2023 and covers the whole country.

Is the look-up in the ИССИ free?

For the debtor and the creditor, the look-ups under Art. 7, items 1-5 of Ordinance No. Н-1 are free if you do not ask for a certified electronic document. You pay for the look-up of fees charged and for the look-up of sums received and transferred, under the Tariff to the ЗЧСИ.

Can I check whether there is a case against another person at a ЧСИ?

Only with a notarised power of attorney from them that expressly records the right to obtain look-ups from the Register of Debtors. For companies and sole traders, anyone can request a look-up by ЕИК.

What do the digits in the enforcement case number mean?

The first four are the year the case was opened, the next three are the ЧСИ’s registration number, then comes the code 04 for an enforcement case and finally the five-digit serial number. With the three digits of the ЧСИ you find them in the Chamber’s public register.

If nothing has been done in the case for years, do I still owe?

These are two different questions. Two years without a request from the creditor lead to termination of the case and lifting of the attachments. The debt itself is extinguished by the limitation period, which is five years where there is a court judgment and no more than ten for natural persons outside the exceptions. If you pay after it has expired, the money is not returned.
