Notary fees for a mortgage in Bulgaria: calculator (2026)
Calculate the notary fees on a mortgage in Bulgaria: registration fee, notary fee and VAT. Contractual and statutory mortgage, discharge, and who pays.
You are taking out a mortgage loan and have already worked out the interest and the bank fees. But there is one more cost waiting at the notary’s office that few people ask about in advance: the notary fees on the mortgage itself.
Here you will find exactly how much these fees are, how they are calculated and who pays them, in plain language, plus a calculator so you can work out your own case.

Contractual mortgage, statutory mortgage and discharge: what is the difference
Most people only come across the contractual mortgage (договорна ипотека), because that is the mortgage that comes with a bank loan. A statutory mortgage (законна ипотека) arises in other cases, and the discharge (заличаване) comes at the end, after you have repaid the loan.
| Type | When it is used | Form | Who usually pays |
|---|---|---|---|
| Contractual mortgage | A bank loan to buy or build a property | Notary deed by consent | The borrower |
| Statutory mortgage | Arises by law, e.g. for a seller when the price is paid in instalments | Application for registration (no notary deed) | The debtor / the buyer |
| Discharge | After the loan has been repaid in full | Application to the Registry Agency | The owner of the property |
The contractual mortgage is the most common case with a mortgage loan.
Example: a mortgage of €200,000
Here is what the bill looks like for a contractual mortgage on a loan of €200,000. The notary fee is calculated under the proportional tariff on the amount of the loan, not on the price of the property.
Notary fees for a contractual mortgage of €200,000
Registration fee (0.1%)
State fee to the Registry Agency
€200.00
Notary fee (under item 8)
Proportional, on the secured amount
€671.24
VAT 20% on the notary fee
€134.25
Total
€1005.49
About €1005 in total. The amounts are indicative, based on a tariff in leva converted at the rate of 1.95583.
Note that this bill is smaller than the fees on the purchase of the property itself. This often confuses people, so we explain it right away.
When you buy with a loan, you pay at the notary twice
The notary deed for the purchase of the property (based on the price of the property) is separate from the notary deed and fees for the mortgage (based on the amount of the loan). These are two different transactions with two different bills.
For the fees on the sale and purchase itself, see notary fees when buying a property.
The hidden costs that calculators do not show
Besides the three main fees, a mortgage often brings extra costs. The calculators leave them out, but the bank will ask you for them.
Possible additional costs
These costs vary depending on the bank and the notary
Certificate of encumbrances on the property
A check that the property is free of other mortgages and attachments (възбрани)
Bank fees for transfers to authorities and agencies
Copies of the deeds
Notarial certification of powers of attorney and declarations
If one of the parties is represented by an attorney
Before you sign, you can do a check for encumbrances on the property, so you know what you are buying.
No local tax is due on the mortgage
The local tax on acquiring a property is paid on the transfer of the property (the sale and purchase), not on the mortgage. Creating a mortgage is not an acquisition of a property, so you do not owe local tax on it.
Steps for creating a contractual mortgage
The procedure itself is quick and usually happens on the day of the transaction, together with the purchase of the property.
Loan approved
The bank approves the loan and prepares the mortgage agreement
Notary deed for the mortgage
You sign the notary deed for the contractual mortgage in front of a notary
The notary registers the mortgage with the Registry Agency
The bank releases the loan
After registration the bank transfers the amount under the transaction
The registration takes place in the Property Register (Имотен регистър). After you have repaid the loan, you submit an application for the discharge of the mortgage and pay the state fee for discharge (0.05% of the amount).
Legal basis
The mortgage is regulated in the Obligations and Contracts Act (ЗЗД). The amount of the fees comes from two separate tariffs: that of the Registry Agency and that of the notaries.
Obligations and Contracts Act (ЗЗД)
Art. 167(1)
Official Bulgarian text
„Договорът за ипотека се сключва с нотариален акт.“
Tariff of the state fees collected by the Registry Agency
Art. 2(1)
Official Bulgarian text
„Такса 0,1 на сто, но не по-малко от 10 лв.“
