Check speeding fines in Bulgaria: all the ways in 2026

How to check for a speeding fine in Bulgaria: the МВР portal, tollpass, Sofia Traffic and НАП. Art. 182 ЗДвП rates and the 14-day 30% discount.

Cameras now catch average speed on the motorways too. Many drivers have fines they do not even know about until they are stopped at a border check or their bank account is blocked.

The good news: checking is free, takes minutes and does not trigger service of the fine notice. Here are all the official ways to check whether you have unpaid speeding fines.

❓How can I check whether I have a speeding fine?

✅There are four official places: e-uslugi.mvr.bg (with a qualified electronic signature (КЕП) or a personal identification code (ПИК)), tollpass.bg (no registration), pay.sofiatraffic.bg (Sofia only) and the e-portal of the National Revenue Agency (НАП) (when the fine has already been passed on for enforced collection). Data needed: your personal identification number (ЕГН) plus the number of your driving licence (СУМПС) or identity card, and for electronic fine notices, the car’s registration number.

Way 1: the Ministry of Interior portal (e-uslugi.mvr.bg)

This is the most complete check. It shows everything: penal decrees, ordinary fine notices, electronic fine notices and your remaining control points. It is the only place where you also see your control points.

Steps for checking through the Ministry of Interior (МВР)

1

The official МВР portal for electronic services

2

Identify yourself with a КЕП or a ПИК

A qualified electronic signature or a personal identification code

3

Choose “Справки” (Enquiries)

Find the section for enquiries about penalties imposed

4

Review the results

2-3 min

You see penal decrees (НП), fine notices, electronic fine notices and control points

What you need for a check through the МВР

Choose ONE way of identifying yourself

1

A КЕП (qualified electronic signature)

Issued by B-Trust, Информационно обслужване (Information Services) and others

or
2

A ПИК from the НАП

A free alternative way to log in

or
3

The number of your driving licence (СУМПС) or identity card

Way 2: tollpass.bg (no registration)

The fastest option if you have no КЕП. All you need are the registration number and the owner’s ЕГН. No registration, no signature.

Checking through the toll system

1

The platform of the National Toll Administration

2

Enter the registration number and ЕГН

The details of the car’s owner

3

1 min

It shows violations registered by the toll system

Important: tollpass.bg does not show everything

This portal shows only violations from the toll system: compensatory fees for driving on a motorway without a paid vignette or toll fee, as well as fines from the toll cameras for average speed on the motorways. It does NOT show fines from the traffic police’s city cameras for instantaneous speed. For those use e-uslugi.mvr.bg or pay.sofiatraffic.bg.

Way 3: pay.sofiatraffic.bg (Sofia only)

If the violation was in Sofia, including the speed cameras and the cameras for driving in the bus lane, check directly through the website of the Urban Mobility Centre. No registration, only the registration number, and you can pay at once by card.

Way 4: the НАП, when the fine has already been passed on

If you do not pay on time, the unpaid fine goes to the НАП for enforced collection. Then the check is done through the НАП e-portal with a ПИК or a КЕП. To see all your unpaid fine notices and penal decrees in one place, do a general check of liabilities to the Traffic Police (КАТ).

Risks when the fine is passed on to the НАП

When the fine reaches the НАП, you risk having your bank accounts garnished and deductions taken directly from your salary. So do not put it off: check and pay before it gets that far. You can check in the НАП e-portal.

Rates: how much a speeding fine is

Speeding fines are in Art. 182 of the Road Traffic Act (ЗДвП) and are divided into three groups according to where you are driving. The amount rises in steps according to how many km/h over the limit you were.

Excess speedIn a built-up areaOutside a built-up areaPublic transport

over 50 km/hBGN 700 + 3-month driving banBGN 600 + 2-month driving banBGN 1000 + 3-month driving ban

New from 7 September 2025

Under the amendment to the ЗДвП (State Gazette (ДВ) No. 64/2025), in a built-up area the driving licence is now also taken away for exceeding the limit by more than 40 km/h. So 41-50 km/h in town is BGN 600 plus a 2-month ban, and over 50 km/h is BGN 700 plus 3 months. For these more serious violations, repeating them leads to a fine of double the amount and a 3-month ban, and systematic offending to triple the amount and a 6-month ban.

Road Traffic Act (ЗДвП)

Art. 182(1), item 6

Official Bulgarian text

„за превишаване над 50 km/h - с глоба 700 лв. и три месеца лишаване от право да управлява моторно превозно средство, като за всеки следващи 5 km/h превишаване над 50 km/h глобата се увеличава с 50 лв.“

Average-speed cameras: the new reality

Since September 2025, cameras in Bulgaria have been measuring not your instantaneous speed but your average speed between two points. You cannot “slow down” just before the camera: you are penalised if your average speed over the whole section is above the permitted limit.

Source: Launched in September 2025 with 22 sections, the number grows every week

The penalties for average speed are the same as for instantaneous speed: the same rates under Art. 182 of the ЗДвП. These violations show up on tollpass.bg, because the cameras are part of the toll system.

Road Traffic Act (ЗДвП)

Art. 182(3а) (new, in force from 7 September 2025)

Official Bulgarian text

„Водач ..., който превиши средната скорост за съответния контролиран участък от пътя с посочените в ал. 1, 2 и 3 стойности, се наказва с предвиденото по ал. 1, 2 или 3 наказание за съответното превишаване на скоростта.“

The 14-day period for a 30% discount on an electronic fine notice

If you pay the electronic fine notice within 14 days of service, you pay only 70% of the fine, so you save 30%. For example, a fine of BGN 600 becomes BGN 420. After the period you owe the full amount. What exactly the series of the notice means, which account it is paid into and how to appeal it is covered in detail in checking an electronic fine notice.

14 days

from service of the electronic fine notice, to pay with a 30% discount

After the 14 days the discount is lost and you owe the full amount of the fine. If you appeal the notice and the court upholds it, you owe the full amount with no discount.

Do not mix up the two discount regimes

The 30% discount for 14 days applies only to ELECTRONIC fine notices (Art. 189(5г) of the ЗДвП). Ordinary paper fine notices have their own separate discount: you pay 80% of the fine (that is, -20%) if you pay within 7 days of its imposition (Art. 186(7) of the ЗДвП). The two regimes must not be confused.

Unserved fine notices: when they become “served”

Many drivers worry that checking will “activate” the notice. That is not true. Checking does NOT trigger service: you can check freely, as many times as you like.

A notice is deemed served at the moment you see it on e-uslugi.mvr.bg or when it is shown to you at a roadside check or at the border. Bear in mind that border control may detain you over unpaid fines.

Frequently asked questions

❓What is the difference between a fine notice, an electronic fine notice and a penal decree?

✅An ordinary fine notice (фиш) is issued on the spot when the Traffic Police stop you. An electronic fine notice is generated automatically by a camera and sent by post. A penal decree (наказателно постановление, НП) is issued after a statement of findings of an administrative violation (АУАН) has been drawn up for more serious violations, and is appealed separately to the district court.

❓How many control points are deducted for speeding?

✅The number of control points deducted depends on the seriousness of the violation, from a few points for a minor excess to more for the more serious cases. You can see the exact number only on e-uslugi.mvr.bg, where your remaining balance is also shown.

❓Can a fine from an average-speed camera be appealed?

✅Yes. An electronic fine notice, including one for average speed, can be appealed to the district court within the statutory period. But if the court upholds the notice, you owe the full amount without the 30% discount.

It is also useful to keep track of the validity of the annual technical inspection and to work out the vehicle tax: it all goes together with driving.
