Check fines and obligations to КАТ in Bulgaria online (2026)

Pravko29 June 20268 min

Check your КАТ obligations online with your ЕГН: the official МВР portal, unserved fines and what happens when an unpaid fine passes to НАП.

Do you want to buy a sticker, go for a technical inspection or simply be sure you have no forgotten fine? The first step is to check whether you have any obligations to the Traffic Police (КАТ).

Here is exactly where and how the check is done online through the official channels, what the results mean and what happens if a fine stays unpaid.

❓How do I check my obligations to КАТ online with my ЕГН?

✅The official check is through the Ministry of the Interior (МВР) portal: e-uslugi.mvr.bg. For an individual you need a personal identification number (ЕГН), or ЛНЧ/ЛН (a personal number of a foreigner), plus the number of a driving licence (СУМПС), a Bulgarian personal document or a foreign vehicle registration number. Fines that have already been referred for enforced collection are checked and paid through the National Revenue Agency (НАП).

Step by step: checking through the МВР portal

The МВР portal has a service called “Check of obligations under a fine notice, penal decree or agreement, with the option to make a payment” (Проверка на задължения по фиш, НП или споразумение, с възможност за извършване на плащане). It shows the unpaid served and unserved on-the-spot fine notices (фиш), electronic fine notices (електронен фиш), penal decrees (наказателно постановление, НП) and agreements issued by the Traffic Police (“Пътна полиция”).

No registration in the portal is needed for the summary check. A profile or a qualified electronic signature (КЕП) may be needed for other personal e-services, but not for this check.

What is checked where: МВР, НАП and private sites

Different channels show different things. The МВР portal is the official source for acts that have not yet gone to enforced collection. НАП takes over obligations referred for enforced collection. Private sites are convenient, but it is best to make the final check through an official channel.

Unserved fines: a fine you do not know about yet

You may have a fine notice, an electronic fine notice or a penal decree that has not yet been served on you but already shows up in the МВР check. That is why the check is useful even if you are sure you have nothing.

This matters because the discount period and the appeal period, as a rule, start to run from the service or receipt of the act, not from the date of the violation.

Why check regularly

Control systems, including average speed systems, can detect violations that lead to fine notices or electronic fine notices. The МВР check shows both served and unserved acts, so you see an obligation even before you receive a paper document.

Road Traffic Act (ЗДвП)

Art. 189(17)

The basis for the МВР check also showing acts that have not been served.

Official Bulgarian text

„Порталът предоставя проверки за издадени връчени и невръчени наказателни постановления, фишове и електронни фишове, глобите по които не са платени.“

A discount for quick payment

For fine notices the law provides a reduced amount if you pay quickly. It is important to know which regime applies to you, because the periods and percentages differ between an ordinary and an electronic fine notice.

7 days

from the imposition of an ordinary fine notice (фиш)

You pay 80% of the fine if you pay within the 7-day period (ЗДвП, Art. 186(7)).

14 days

from receiving an electronic fine notice (електронен фиш)

You pay 70% of the fine or property sanction within the 14-day period (ЗДвП, Art. 189(5г)). If you appeal and the notice is upheld, the full amount is due.

Penal decree (НП)

The 80% and 70% discount applies to a fine notice and to an electronic fine notice. For a penal decree the law does not provide such a reduction under Art. 186 or Art. 189. If you have an НП, check your specific case before you rely on a discount.

Road Traffic Act (ЗДвП)

Art. 186(7)

Reduced amount for an ordinary fine notice.

Official Bulgarian text

„В 7-дневен срок нарушителят може да заплати 80 на сто от размера на глобата.“

What you do NOT see here (so you do not confuse the institutions)

The check of obligations to КАТ shows only the acts of the Traffic Police (“Пътна полиция”). Many people expect to see other obligations as well, which are managed by completely different institutions.

This is not here

The КАТ check does NOT show paid parking or blue zone fees (collected by the municipality), nor toll charges and the vignette (Toll Management and the Road Infrastructure Agency, АПИ), nor tax obligations such as the vehicle tax (НАП and the municipality). These are separate checks in separate systems.

For toll and vignette the check is separate. See our guide to checking a vignette fine.

Penalties for not having the compulsory third-party liability insurance (“Гражданска отговорност”) come under the Insurance Code. They are separate from the fines under the ЗДвП, although they often show up in the same private checks.

For the vehicle tax see our separate vehicle tax calculator, and for the validity of the technical inspection our guide to the annual technical inspection is useful.

If you do not pay on time: the fine goes to НАП

When a public receivable is not paid within the period for voluntary payment, the public creditor refers it electronically to the public enforcement agent for enforced collection. In other words, the obligation does not disappear, it changes the body that collects it.

What happens to an unpaid fine

Voluntary payment period

The amount and the period are stated in the act itself (fine notice, electronic fine notice or НП).

Coming into force

An ordinary fine notice not paid within the 7-day period is treated as a penal decree that has come into force (ЗДвП, Art. 186(8)).

Referral for enforced collection

The public creditor refers the receivable electronically to the public enforcement agent (ДОПК, Art. 220(1)).

Payment and check through НАП

From that point the obligation is checked and paid under the procedure for public obligations collected by НАП.

A fine that is paid but still shows

If you have paid but the payment is not reflected, keep the proof of payment and contact the relevant institution. The public creditor notifies the public enforcement agent when the obligation is paid off, paid in instalments, suspended or when its legal basis falls away (ДОПК, Art. 220(3)). Recording is not always instant.

Tax and Social Insurance Procedure Code (ДОПК)

Art. 220(1)

The basis for an unpaid fine to pass to НАП for collection.

Official Bulgarian text

„Неплатеното в срок публично вземане се предявява за принудително събиране на публичния изпълнител.“

Technical inspection and sticker with unpaid fines

Checking your obligations is practical before the annual technical inspection or before you renew a “Гражданска отговорност” sticker, so that you have no surprises. However, this is good practice and does not mean that a particular service is automatically blocked.

Check the specific regime

Whether an unpaid fine stands in the way of a particular service depends on the special rules for it. Before you rely on it being blocked or allowed, check the regime for the service itself or ask the relevant institution.

For speeding fines see also our more detailed guides to checking speeding fines and to the size of speeding fines.

Can I pass the annual technical inspection with unpaid fines?

That depends on the specific regime for the service. Checking before the inspection is useful practice, but do not automatically assume that an unpaid fine blocks you without checking the rules for the service itself.

What happens if I do not pay the fine on time?

An ordinary fine notice not paid within the 7-day period is treated as a penal decree that has come into force. After that the public creditor refers the receivable electronically to the public enforcement agent for enforced collection, and payment and checking go through the procedure for public obligations at НАП.

How do I pay a fine that has already gone to НАП?

Under the procedure for public obligations collected by НАП. Make an enquiry at nra.bg or call the НАП information centre on 0700 18 700.

Administrative Violations and Sanctions Act (ЗАНН)

Art. 59(2)
