Speeding fines are in Art. 182 of the Road Traffic Act (Закон за движението по пътищата, ЗДвП). The law divides them into three groups according to the type of road: in a built-up area, outside a built-up area, and public passenger transport or dangerous goods.
Work out your fine
Choose the type of road and enter by how many kilometres per hour you exceeded the permitted speed. The calculator will show the fine, the price with the discount, any driving ban and the control points deducted.
Calculator: speeding fine
Amount of the fine
100.00 BGN (€51.13)
With the 30% discount (electronic penalty notice only, within 14 days)
70.00 BGN (€35.79)
Driving ban
none
Control points deducted
under Ordinance Iз-2539
The calculator gives an indicative estimate under the tariff in Art. 182 of the Road Traffic Act (ЗДвП), confirmed from Ministry of Interior (МВР) data, 2026. The 30% discount applies only to an electronic speeding penalty notice paid within 14 days, and it is lost if you appeal. For the lesser excesses the ordinance on control points does not name a number of points, so no specific value is filled in here. The final amount is set by the competent authority in the act or the notice.

The table below shows the exact amounts for the three groups. The amounts are fixed in leva (BGN), and the euro is calculated at the official rate of 1 EUR = 1.95583 BGN, in force from 1 January 2026.
| Excess speed | Built-up area | Outside built-up areas | Public transport |
|---|---|---|---|
| up to 10 km/h | 20 BGN (€10.23) | 20 BGN (€10.23) | 20 BGN (€10.23) |
| 11 – 20 km/h | 50 BGN (€25.56) | 50 BGN (€25.56) | 50 BGN (€25.56) |
| 21 – 30 km/h | 100 BGN (€51.13) | 100 BGN (€51.13) | 150 BGN (€76.69) |
| 31 – 40 km/h | 400 BGN (€204.52) | 300 BGN (€153.39) | 500 BGN (€255.65) |
| 41 – 50 km/h | 600 BGN (€306.78) + 2-month driving ban | 400 BGN (€204.52) | 800 BGN (€409.03) |
| over 50 km/h | 700 BGN (€357.91) + 3-month driving ban | 600 BGN (€306.78) + 2-month driving ban | 1000 BGN (€511.29) + 3-month driving ban |
For every further 5 km/h over 50 km/h the fine increases by 50 BGN. Average-speed enforcement (section control) is punished with the same penalty as the corresponding excess.
Road Traffic Act (ЗДвП)
Art. 182
Official Bulgarian text
„Който превиши разрешената максимална скорост в населено място над 50 km/h, се наказва с глоба 700 лв. и три месеца лишаване от право да управлява моторно превозно средство, като за всеки следващи 5 km/h глобата се увеличава с 50 лв.“
When you lose your licence
For the more serious excesses, besides the fine you also face a ban from driving. It takes effect automatically together with the fine:
Excesses that lead to a driving ban
- In a built-up area, over 40 km/h (41 – 50 km/h): a 2-month ban.
- In a built-up area, over 50 km/h: a 3-month ban.
- Outside a built-up area, over 50 km/h: a 2-month ban.
- Public transport, over 50 km/h: a 3-month ban.
For every further 5 km/h over 50 km/h the fine increases by another 50 BGN.
Control points: what is deducted and what happens at zero
From 29 May 2026 the rules on control points changed significantly. Points are now deducted not only on an act establishing an administrative violation (акт за установяване на административно нарушение, АУАН), but also on an electronic penalty notice that has come into force. This means that even an automatic camera now reduces your points.
39 points
Maximum number for drivers with a full record (26 for new drivers)
Source: Ordinance No. Iз-2539, amended ДВ No. 49 of 29 May 2026
For the most serious excesses the points drop fast. Exceeding the limit by more than 40 km/h in a built-up area (and by more than 50 km/h outside a built-up area) costs 18 control points (it used to be 12). For a repeat offence 21 points are deducted, and for a systematic offence, three or more times with more than 31 km/h within one year, 26 points.
When you use up all your control points, your driving licence is taken away and you have to sit a new exam. Points are restored in two ways: through additional training, or automatically after two years without an offence for which points are deducted.
Beware of outdated calculators
Repeat and systematic offences: the fine is doubled or tripled
If you have already been punished for a serious excess (over 40 or over 50 km/h) and you repeat it, the law becomes considerably stricter.
Stricter penalties for repeating the offence
- Repeat offence: a fine of double the amount and a 3-month driving ban.
- Systematic offence: a fine of triple the amount and a 6-month ban.
A repeat offence means an offence committed within one year of the penalty for the same type of offence coming into force. A systematic offence means three or more within one year. Example: if the fine for exceeding the limit by 45 km/h in a built-up area is 600 BGN, for a repeat offence it becomes 1200 BGN plus three months without a licence.
I received a notice: what to do within 14 days
You have three options and a deadline of 14 days. What exactly you can do depends on the type of document you received.
Electronic penalty notice from a fixed camera
Pay with the 30% discount
Up to 14 daysWithin 14 days you pay the reduced amount. The discount applies only to an electronic speeding penalty notice and is lost if you appeal.
Or file a declaration saying who was driving
Up to 14 daysIf someone else was behind the wheel, you file a declaration. The notice is cancelled and a new one is issued to the actual driver.
Or appeal to the district court
Up to 14 daysIf you think the notice is unlawful, you file an appeal. Bear in mind that you lose the right to the 30% discount.
If you do nothing within the deadline, the notice comes into force and the fine goes for enforced collection through the National Revenue Agency (НАП). If the offence is detected by a mobile camera or when you are stopped, you receive an АУАН. It cannot be appealed directly, but you can submit objections within 7 days to the penalising authority. After that a penalty decree (наказателно постановление) is issued, which can be appealed within 14 days.
Not sure whether you have a fine at all? See how to do a check for speeding fines, or do a general check of your obligations to the traffic police (КАТ).
Can I appeal, and on what grounds
Yes, you have the right to challenge the notice or the penalty decree. Here are the most common grounds for appeal:
Possible grounds for challenging the fine
Consider whether any of them applies to your case
An uncertified or uncalibrated camera
Without a valid annual check by the Bulgarian Institute of Metrology
An untrained operator of the mobile camera
Missing required details in the notice or the decree
Breached procedural rules when the tripod was set up
This is general information, not a strategy for a specific case. If the amount is large or you face a driving ban, consult a lawyer, who will review the evidence in your case.
